1. Board was fine when not logged in. Now it's an hour ahead. All summer long it was off an hour too.
2. DST has ended. We are now on EST. Board default value should be that.
3. Users need to change their own time setting to see the correct time when they log in. It's under User Control Panel ->Board Preferences->DST = NO
